A DISPERSAL Order will be in force in an Abergavenny car park for a second weekend in a row in a bid to tackle youths beeping horns, playing loud music and dropping litter.

The 48-hour order will come into force at 10pm on Friday night and is being used by Gwent Police to further deter large groups from gathering and behaving in an anti-social manner.

The order will apply to Fairfield Car Park, Abergavenny Bus Station, Park Road, Park Avenue, Park Lane, Victoria Court, Old Hereford Road, Cross Street, Monk Street, Holywell Road and Monmouth Road.

The orders provide Police Officers and Community Support Officers with the powers to direct anyone to leave this specified area if they are involved in anti-social behaviour or if officers think their behaviour may lead to anti-social behaviour. If they return to that area after being moved on, they face being arrested.

The order was introduced last weekend following complaints by residents who said the noise from large groups congregating in the car park stopped them from sleeping with their windows open as well as the amount of takeaway wrappers thrown on the floor.

During the two-day order, officers issued 18 dispersal notices with one report of anti-social driving. Those people were asked to leave the area.

Inspector Huw Jones, who has authorised the Dispersal Order said: “A Dispersal Order aims to deal with as well as prevent any incidents from taking place.”

“We did receive positive feedback from residents following the Dispersal Order last weekend and I’d like to thank them for their support.”

“The problem of anti-social behaviour in the area has been a long term issue which we are working with Monmouthshire County Council to tackle.”

Inspector Jones added that the order is just one of a range of methods being used to reduce incidents.

Monmouthshire council has installed a barrier across a section of the car park to enable the closure of the main car park at night but is waiting for bollards and flowplates to be put in place to control access in and out of the car park. The work is expected to be completed in the next two weeks.
