Large amounts of rubbish

IN APRIL 2015 I wrote to this page, pointing out the amount of rubbish dumped over the walls of the old Sainsbury site on Wyndham Street, Newport.
A problem which, I was informed was not the responsibility of the council, despite the obvious vermin and health threat.
Since then, there has been a major development…the piles of rubbish originally reported are no longer to be seen! 
The reason why they are now covered by even bigger piles of waste. 
If this was someone’s private front garden, I’m sure steps would soon be taken to make them clear it up.
