A CRUMLIN man has been fined for dumping two bags of rubbish and plastics on common land on the border of Torfaen and Blaenau Gwent.

Carlton Hale, 58, of Rectory Road was challenged by a witness who saw him dumping the waste on Pen-yr-Heol Road on Llanhilleth mountain in August 2016 but originally denied the claims.

Following a joint investigation by public health officers in Blaenau Gwent and Torfaen he pleaded guilty to permitting the deposit of controlled or extractive waste in or on land without a permit at Newport Magistrates court on Friday, October 13.

He was fined £320 and made to pay costs of £350, and a victim surcharge of £32.

Cllr Fiona Cross, executive member for the environment, said: “Mr Hale showed a complete disregard for the environment and others in his local community.

“Fly tipping is a serious environmental crime that will not be tolerated. We investigate every incident reported to us, however small it may seem, and we will prosecute wherever we can.

“Fortunately in this case he was caught in the act and I must say thank you to the person who witnessed the incident and was prepared to take a stand. I hope that this inspires others who may have witnessed acts of fly tipping to come forward.”

Fly tipping can be reported to the council confidentially via the website, through the Torfaen app, or by calling 01495 762200.
