Mining firm pledges £350,000 for improvements in Varteg


CAMPAIGNERS are preparing their opposition to a controversial open cast mine on the outskirts of a Torfaen village.

And we can reveal the mining company involved, Glamorgan Power, is pledging £350,000 over three years in regeneration funds to Torfaen County Borough Council to spend in the Varteg area if the development goes ahead.

This is cash the company’s managing director Bernard Llewellyn says will help transform the area.

The application details how the company is prepared to pay £1 per tonne of coal extracted towards environmental improvements in Varteg and the surrounding area and estimates it will extract 350,000 tonnes from the 62-hectare site.

Mr Llewellyn told the Free Press the development would be a “win-win” situation for residents. But local people who formed the No Opencast Campaign are holding a meeting to discuss the plans.

Glamorgan Power is seeking planning permission for reclamation and restoration of land at Varteg Hill.

The plan details how the site would operate six days a week, from 7am until 7pm Monday to Friday, and 7am until 1pm on Saturdays.

The payment of £1 per tonne of coal could be paid under the auspices of the Varteg Neighbourhood Renewal Area funding pot.

Campaign secretary, Rev Priscilla Pearson, said the opposition group is opposed to the application because of the potential health impact it would have on residents and staff and pupils at the nearby Ysgol Bryn Onnen School.

Rev Pearson, who is also chairman of governors at Ysgol Bryn Onnen, said: “Some parents have already decided not to enrol their children because of the proximity of the proposed opencast, which is only 120 metres from the school.”

Bernard Llewellyn of Glamorgan Power Ltd told the Free Press the company was “ticking every box” with regard to ensuring the mining operation had the least impact possible on the community.

It is thought Torfaen Council could make a decision on the application within the next two months.

The proposed project would last over four years with three years of coal extraction, one year for restoration of land back to grazing and public use and a further five years of aftercare and management.

How appalling for the environment. This will be a win-lose situation. Park Estate who own land there, the Power Company and the council will win financially. The taxpayers will lose. 3 years of air pollution, noise polltion, bottle necks of noisey dirty diesel truck fumes through the town centre and through our already too busy house lined streets. Increase in asthma and air related illnesses. Not being able to open your windows for 3 years. Noise, and more noise from dawn till dusk (or 7 days a week 24 hours a day) as in Merthyr. Decreased house values. We, residents who pay our councillors to vote no are the only ones who will lose. All the councillors whose votes matter live in CWMBRAN. Vote Labour out.

Am I missing something here? Doesn't Wales benefit from a 500 metre buffer zone around opencast sites? Whilst this will in no way fully mitigate the negative environmental effects, it may make the operation financially unviable. Whilst £1 per tonne is generous compared with some operators, £350,000 over 3 years actually offers very, very little, and such funds are usually snapped up by minority interest groups who deserve to benefit the least. What price quality of life?

Unfortunaltely, NO. See the High Court case -
Elizabeth Condron v. National Assembly for Wales (1) and Miller Argent (South Wales) Limited (2).

This relates to Merthy's Fos y Fran site, which violates this. The WAG have the powers to overrule this and have done so in this instance. Fos y Fran is run by Millar Argent who are business partenrs with Glamorgan Power. As in Merthyr the 500 metre zone is ignored, and they run operations night and day 7 days a week.
I have warned you. My relations there live in a nightmare of dust, fumes and unbeliveable noise and they live 1km away.

I have the same experience in England with a site operating 1km away. Thanks to New Labour, we don't even have a 500-metre buffer zone to overrule. We have the pathetic MPG3:1999 for our protection, something New Labour hides behind when challenged, despite the fact that since 2005, not a single opencast application has been rejected following appeal. Today local authorities do not even refuse applications, as they know that due to planning case-law since 2005, they cannot win at appeal.

It is an election year....Panteg Plaid, Marcus Warner, we don't need party broadcasts, we do need your support as an idividual. United we stand divided we fall. Our environment is too important and too fragile for point scoring. As you live in Llantarnum, and not in Pontypool we need and want all the help we can get. Thank you.

Hi Welsh Guard,

I fail to see any party politicing in my post. I praise an independent councillor, offer my own personal opposition to both opencast as an issue and this specific site and offer my help.

If you speak to some of the people involved, they will clearly vouch for my help on this matter. Only today I have been raising this with Assembly members and highlighting this case.

As for me living in Cwmbran; I lived in Pontypool 20 years of my 26 years on this earth. I also did not know you could not be concerned and willing to help unless you lived in Pontypool.

I dont want opencast because it bad for the people of Varteg, that is all.

As well as Varteg, this open cast will be devestating for all those who live along the route taken by huge lumbering polluting transport trucks as well. The same mining company have reaked havoc 24/7 in Fos y Fran in Merthyr. And some properties ar 120 m away. Maybe you could put your influence to use and challenge the Hanbury Tennisons who own most of the land. It is Rape of the Fair Country, same descendents all over again.

Hear Hear Marcus. But, history has proven that if you are seen proactivlely fighting on behalf of Plaid then Fiona Cross WILL WITHOUT A DOUBT be forced to declare an interest and her vote will be void. Read the minutes over the last year, Bob Wellington will jump on this. So keep Plaid out of it.

On another note the deafening silence from Lynne Neagle and Paul Murphy is all too apparent. Why are they not fighting this? They have been asked to.

Marcus, that is good to know, thank you. But please read my links from the Inspectorate. The landowner Jack Tenison says that the council approached him about the land prior to 2004. This is a very vital disclosure. Glamorgan Power are just the contractors for Park Estate who own the land and will profit from it. These lines of enquiry are where I would hope you would use your investigative talents.
I am confused why everyone is going after Glamorgan Power and not Park Estate who hired Glamorgan Power.
