EIGHT homes could be built on the site that used to be part of a railway line in Abergavenny.
A plan to build the homes along Grosvenor Road, close to Hereford Road, includes 17 off-street parking spaces with access from both Grosvenor Road and Heol Hamlin.
Housing developer Price Wise Homes Ltd, of Hereford, wants to develop the 0.2 hectare site owned by Monmouthshire council.
The application has received a mixed reaction from 12 residents, living nearby, whose are concerned about noise, increased parking problems, loss of habitat and wildlife and also that the development could cause the public sewer to be over-loaded.
There are also calls for the council tax for existing properties to be lowered if the development goes ahead.
There is, however, support for a proposal to create a wide pavement along the south side of Grosvenor Road.
Concerns over the plan were also raised by Environmental Health which believes the land could have been in-filled with unknown material, which itself could be potentially contaminated.
The Environment Agency consider the land to be of low environmental sensitivity, whilst Abergavenny town Council recommends refusal amid fears it is over-development, causing further parking congestion.
However in his report, the council's planning officer says the provision of off-street parking will mean street parking congestion should not increase.
He also adds that the homes, complete with chimneys and bay windows, would help to create an interesting and attractive street scene.
Monmouthshire council's planning committee is due to consider the application on January 17.
