FINAL budget proposals which includes a possible 4.95 per cent council tax increase will go before Monmouthshire councillors tomorrow.

Councillors at a full council meeting will decide whether to approve the proposals which include community hubs to merge libraries and one stop shops and changes to the waste collection. The Revenue and Capital Budget 2015/16 report which could be approved tomorrow recommends a council tax increase of 4.95 per cent in the Band “D” council tax for 2015/16.

The council needs to make £5.8 million in savings for 2015/16 and still needs to find £400,000 for this year.

A saving of £421,000 is proposed to be made in leisure services by a reduction of management at leisure centres. Three manager posts and three clerical staff will be affected but lifeguards, fitness instructors and other front line staff won't be directly impacted.

A saving of £29,000 is proposed from scrapping travel grants for post 16 pupils to college from July 2015. Secondary pupils will have to live three miles away to be eligible for free home to school transport from September 2015 and primary school pupils will have to live two miles away.

This proposal aims to save £30,000 in the next three years.

The changes proposed to waste collection aim to save £180,000 which include scrapping the grey bag scheme for general household waste and stopping collections of the nappy/hygiene service.

The final council tax setting which includes police and community council precepts will be decided at a full council meeting on February 26.
