A HOUSING development in Blaenavon is at risk after councillors deferred a decision over whether aspects of the original plan can be removed from the proposal.

Woodland View was first agreed for planning consent in November 2006, for 112 properties, which was subject to a section 106 agreement which involved the developer paying £30,000 towards leisure and recreation facilities.

The agreement also stipulated that 10 per cent of the homes be 'affordable homes.'

Councillors were set to vote on a request to remove the requirement for affordable housing and the financial contribution outlined towards additional facilities.

“I appreciate there have been difficulties on this site. First of all it went very, very quiet because of the financial recession,” said Blaenavon ward councillor Stuart Evans.

After building work started the developer experienced financial problems due to the credit crunch.

Cllr Evans added: “But I’m both disappointed and concerned really. Disappointed that the play provision can’t be put in place because it’s of particular concern to me as the nearest play provision to this facility and this development is more than a quarter of a mile away.”

Cllr Alun Furzer, also of the Blaenavon ward, echoed the sentiments.

“The absence of play provision is very disappointing,” said cllr Furzer.

“But in the light of further developments in Blaenavon again without these facilities, it is sad that these cannot be put in place.”

The chair of the planning committee, cllr Brian Mawby, added: “This is a difficult one.

“If you do not accept the officer’s advice, that these provisions are unaffordable, it puts in a difficult position to what line we take.”

However, cllr Jessica Powell suggested an amendment, to delay the decision until further discussions regarding play provisions in Torfaen had occurred.

Cllr Evans, in support of cllr Powell, said: “Would it be easier to defer this until a discussion has taken place about play provision?I think that would be much easier to do if you are in agreement with that.”

The next planning committee meeting is in July.
