PLANS for a ''root-and-branch'' review of Scotland's annual (pounds) 150m legal aid bill, including making help easily available for civil cases, were confirmed by the executive yesterday. Cathy Jamieson, justice minister, said reform was needed to provide Scots with a service that supported them in a crisis.
