MAE GWEINIDOGION CYMRU yn bwriadu gwneud Gorchymyn o dan adran 14 o Ddeddf Rheoleiddio Traffig Ffyrdd 1984 ymhen dim llai na 7 niwrnod i ddyddiad yr Hysbysiad hwn. Mae angen y Gorchymyn arfaethedig er mwyn gwneud gwaith ar gefnffyrdd yr A48 a’r A466, neu gerllaw iddynt, wrth Gylchfan Highbeech, Cas-gwent, Sir Fynwy. Effaith y Gorchymyn arfaethedig fydd gwneud y canlynol dros dro:
i. gwahardd pob cerbyd sy’n teithio tua’r gorllewin rhag mynd ar y darn o gerbytffordd tua’r gorllewin yr A48 sy’n ymestyn o bwynt 15 metr i’r gorllewin o ganolbwynt Cyffordd Bulwark Road hyd at bwynt 40 metr i’r gogledd-ddwyrain o ganolbwynt Cylchfan Highbeech.
Y llwybr arall ar gyfer traffig sy’n teithio tua’r gorllewin fydd mynd ar hyd Bulwark Road, Thornwell Road a thua’r gogledd ar yr A466 Ffordd Gyswllt Dyffryn Gwy. Bydd mynediad i eiddo lleol ar hyd yr A48 Newport Road o fewn hyd a lled y ffordd sydd ar gau ar gael oddi ar Gylchfan Highbeech neu ar hyd y llwybr dargyfeirio uchod.
ii. gwahardd pob cerbyd sy’n teithio tua’r de rhag mynd ar y darn o gerbytffordd tua’r de yr A466 sy’n ymestyn o bwynt 37 o fetrau i’r de-ddwyrain o ganolbwynt Cylchfan Highbeech hyd at bwynt 75 o fetrau i’r de-ddwyrain o ganolbwynt y gylchfan honno. Y llwybr arall ar gyfer yr holl draffig sy’n dymuno ymadael â’r gylchfan tua’r de fydd mynd tua’r dwyrain ar yr A48 Newport Road a pharhau ar hyd y llwybr dargyfeirio uchod. Disgwylir y bydd y gwaharddiad dros dro, y codir arwyddion priodol yn ei gylch, yn weithredol dros nos rhwng 20:00 o’r gloch a 06:00 o’r gloch o 7 Mai 2018 hyd 11 Mai 2018, neu hyd nes y caiff yr arwyddion traffig dros dro eu symud ymaith yn barhaol. Dim ond yn ystod y dyddiadau a bennir uchod y disgwylir i’r Gorchymyn arfaethedig fod yn weithredol. Er hynny, bydd yn parhau’n ddilys am gyfnod o 12 mis ar y mwyaf rhag ofn y bydd angen ailamserlennu’r gwaith neu wneud gwaith canlyniadol neu waith arall.

THE A48 AND A466 TRUNK ROADS (HIGHBEECH ROUNDABOUT, CHEPSTOW, MONMOUTHSHIRE) (TEMPORARY PROHIBITION OF VEHICLES) ORDER 201-

THE WELSH MINISTERS propose, in not less than 7 days from the date of this Notice, to make an Order under section 14 of the Road Traffic Regulation Act 1984, which is necessary to undertake works on or near the A48 and A466 trunk roads at Highbeech Roundabout, Chepstow, Monmouthshire. The effect of the proposed Order will be to temporarily:
i. prohibit all westbound vehicles from proceeding on the length of the A48 westbound carriageway that extends from a point 15 metres west of the centre point of the Bulwark Road Junction to a point 40 metres northeast of
the centre point of Highbeech Roundabout. The alternative route for westbound traffic will be via Bulwark Road, Thornwell Road and northbound on the A466 Wye Valley Link Road. Access to local premises along the A48 Newport Road within the extents of the road closure will be available from Highbeech roundabout or via the diversion route above.
ii. prohibit all southbound vehicles from proceeding on the length of the A466 southbound carriageway that extends from a point 37 metres southeast of the centre point of Highbeech Roundabout to a point 75 metres southeast of the centre point of that roundabout. The alternative route for all traffic wishing to exit the roundabout southbound will be eastbound on the A48 Newport Road and continue via the diversion route above. It is expected that the temporary prohibition, which will be signed accordingly, will operate overnight between 20:00 hours and 06:00 hours from 7 May 2018 until 11 May 2018 or until the temporary traffic signs are permanently removed. Although the proposed Order is only expected to operate during the dates specified above it will remain valid for a maximum period of 12 months, as a contingency, should the work need to be rescheduled or consequential or other work is required.
