The incident was reported at around 3.45am and George Street Brideg was closed in both directions, affecting traffic coming from Maindee into the centre. It was fully reopened shortly before 8am.
A Gwent Police spokeswoman said: "At approximately 3.45am this morning, Gwent Police received a report regarding concerns for the safety of a man on George Street Bridge in Newport.
"Emergency services, including South Wales Fire and Rescue Service and Welsh Ambulance Service attended.
"After speaking to officers, the man was brought to safety.
"All roads in the area have now been re-opened."
A SARA spokesman said they were asked to help the police and the fire and rescue services, alongside Chepstow Coastguard and the Penarth Coastguard Rescue Team. Its SARA Rescue 19 rigid flood boat was launched, due to it almost being low tide.
It was SARA volunteers' third call-out in three days.
