The number of visits to libraries across Monmouthshire fell during 2009/10 as a result of the terrible weather at the start of 2010.
The snow meant libraries were completely or partially closed for 70 hours in 2009/10, mostly in January 2010.
Numbers fell even further in 2010/2011 as a result of adverse weather between November 2010 and February 2011, normally a busy period for libraries.
