THREE reports will be published today (THURS) into how a “possessive” and “controlling” triple murderer was able to kill three generations of the same family by burning down his girlfriend’s home despite being known to police and social services.

Carl Mills, aged 30, was found guilty of murdering Kim Buckley, 46, her daughter Kayleigh, 17, and six-month-old granddaughter Kimberley, his own daughter, when he set fire to their home in Tillsland, Coed Eva on September 18, 2012.

He had been in a relationship with Kayleigh after meeting her on social media site Facebook in August 2010 when she was just 15 and travelled to Cwmbran from his home in Bolton to see her.

Both social services and Gwent Police were contacted about the relationship and were aware of Mills’ drunkenness, extreme jealousy and threatening behaviour and texts to both Kayleigh and her mother, his trial heard.

While staying at the family home one night in August, Mills cut electrical wires to the television and fish tank, which was reported as criminal damage to Gwent Police on August 29, 2012, just weeks before the murder.

Following this, Kim changed the locks to her home but Kayleigh bought a tent, allowing Mills to set up camp outside the Buckley home.

The fire was started on the first night that Mills’ daughter Kimberley, one of a pair of twins who had survived premature child birth, spent at home. Judge Mr Justice Wyn Williams said the defendant had “condemned Kim and Kayleigh in particular to a terrifying and agonising death.” .

A Serious Case Review, Independent Police Complaints Commission (IPCC) investigation and a Domestic Homicide Review are expected to be published today looking into what happened in the case of the Buckley family.

The IPCC launched their investigation into the actions of Gwent Police in respect of Kim's report of criminal damage just weeks before her murder.

It will also consider whether incidents reported to police between November 15, 2010 and September 18, 2012, were considered and evaluated by the force in their response to the incident on August 29, 2012.

A Serious Case Review has been carried out in relation to the murders of both Kayleigh and Kimberley by the South East Wales Safeguarding Children Board and a Domestic Homicide Review into the death of Kim Buckley, as the murder had been carried out by a person who had a close relationship with her.
