A CHEPSTOW tearaway was handed an anti-social behaviour order (Asbo) yesterday, banning him from car parks, school grounds, gardens and industrial estates nationwide.

Kevin Lichottka terrorised residents of Bulwark running across gardens, climbing roofs and throwing stones. The order stops the 16-year-old, of St David’s Close, from causing alarm, distress or harassment to any person not of his own home.

He cannot threaten, insult or be abusive to others, enter or try to enter privately-owned property unless invited.

He cannot climb onto the roof of any building and cannot associate, contact or attempt to contact four youths named in the order.

The order applies to the whole of England and Wales.

Lichottka was accused of throwing stones, verbal abusing and causing a nuisance to members of the public, being dishonest and entering private property. He was also accused of climbing on roofs and, while in a group, causing acts of criminal damage.

Lichottka had previously signed an acceptable behaviour contract with the Monmouthshire Community Safety Partnership.

But in applying for the Asbo, Ioan Gealy said: "Unfortunately he put little attention to it."

Malcolm Perry, responding, said his client accepted the order and chairman of the bench Desmond Petras warned a breach could result in imprisonment or a fine.
